On talent alone, Walker would offer a little upside at the end of your draft. However, other factors lead to the absolute tail end of your draft being the best place to take him. 35-400-3.
Positives / Upside He is talented, no question, and a deep threat to boot.
Negatives / Downside Williamson has taken his WR2 spot on the Jags with a great preseason. Walker has a terrible history of injuries. May have even lost a step. Playing second fiddle to Torry Holt on a run-first team will certainly lead to inconsistency. Defense could improve this year, helping keep the Jags' passing to a minimum. Overall neutral schedule, but tough fantasy playoff weeks 15-16 (IND, @NE).

Sims-Walker is doubtful for Week 14

We're not expecting him to play in Week 14. Mike Thomas will see more targets, but the Jaguars passing game will suffer as a result. Expect a bigger day from Jones-Drew running the ball now.

Walker's role increases with Williamson injury

The Jags' WR2 Troy Williamson has been declared out for the season due to a torn labrum injury. This moves Sims-Walker into the WR2 position, and as long as he can stay healthy, he now has fantasy value. He should do well in Week 3 as the Jags try to keep pace with the high-flying Texans offense.
